Research conducted by Dr. Tena Prelec, Assistant Professor at the University of Rijeka and member of the Centre for Peace and Conflict Studies (CSMK), has informed the UK Anti-Corruption Strategy 2025, published by the UK Government.
The Strategy draws on findings from Indulging Kleptocracy (Oxford University Press, 2025), co-authored by Dr. Prelec together with John Heathershaw and Tom Mayne. The book analyses how kleptocratic systems operate through transnational networks of political and professional actors, with a particular focus on the role of Western-based service providers in enabling corruption and illicit finance.
These insights are used in the Strategy to demonstrate why network-aware and targeted approaches are essential for effective anti-corruption policy. The inclusion of this research highlights the importance of independent, policy-relevant scholarship in shaping national anti-corruption strategies.
